Women of color suffer as coronavirus takes existing economic inequalities and doubles down on them

The coronavirus economy is crushing women, people of color, and especially women of color. While the economy added 661,000 jobs between August and September, 865,000 women dropped out of the paid workforce. White women have recovered 61% of the jobs they lost in the early months of the pandemic, while Black women have recovered just 39%. As of a September 30 report in The Washington Post, less than 45% of mothers of children aged six to 12 have gotten back jobs they lost, while fathers of children in that age group have seen employment rebound 70%. Workers with college degrees have gotten back 55% of lost jobs, while for workers with high school degrees it’s less than 40%.

The devastation to state and local government jobs—particularly in education—and to the childcare industry has hit women particularly hard, putting many out of work—and then, in turn, women in other industries feel the squeeze because their kids are at home and household labor and childcare fall disproportionately on them.

Unemployment actually rose among Latinas in the most recent jobs report, going from 10.5% to 11%, and Latinas accounted for 324,000 of the women dropping out of the workforce. Though unemployment among Black women is just as high, at 11.1%, only 58,000 Black women dropped out.

This may be just the tip of the iceberg, though. A study published by Lean In “found that one in four women are considering downsizing their careers or leaving the workforce as a result of the damage wrought by COVID-19,” The 19th reported. “It’s the first time in six years of research that the annual study has found evidence of women intending to leave their jobs at higher rates than men.”

In an unequal economy and an unequal society, go figure. The new burdens of a crisis fall hardest on the people already struggling. This is a challenge to the United States and, in particular, to Democrats should they win big in November: What are we going to do to fix this?

Women of color face barriers in sexual harassment claims

Women of color are more likely to experience sexual harassment, yet less likely to report it.

The dynamic is true across all sectors, including state and federal government jobs. The increased awareness and sympathy in the wake of #MeToo and #TimesUp doesn’t always translate when the victim of sexual harassment is a minority woman.

What needs to change to make it safe and viable for women of color to report harassment?

Minority women are still leery of coming forward

Numerous surveys and studies indicate women of color experience sexual harassment at a higher rate than white women. This is especially true in low-wage occupations such as food service and housekeeping. So why don’t formal harassment complaints reflect this?

  • Women of color are both fetishized and marginalized, making them frequent targets for harassment. This is especially true if they are isolated in the workplace. I’m the only non-white woman in my whole department. They worry that co-workers or supervisors will not back them up.
  • Dominant culture stereotypes can inhibit investigation of workplace harassment. Asian women are submissive. Black women are dramatic. Latinas are hotheads. Such preconceptions can skew how sexual harassment complaints are perceived and processed by management or HR.
  • Cultural norms also influence women from minority communities, including what they consider harassment and whether to report it. We don’t snitch on our own. You should take it as a compliment. Our people don’t rock the boat. No one will take a black woman seriously.

These external and internal messages get in the way of holding harassers accountable. Instead of focusing on the sexual harassment, the victim is more likely to be doubted or “handled” if she is a woman of color.

More to lose, less to gain

Women from racial and ethnic minorities are already at a disadvantage when it comes to hiring and advancement. Like all women, they have to weigh the risks and rewards when deciding whether to blow the whistle on harassment. But women of color are less likely to be believed and supported, even within the current environment to expose sexual harassment. According to The Alliance, for every black woman who reports a sexual assault, there are 15 black victims who don’t even bother to go to police.

Women of color are also more likely to suffer retaliation after reporting sexual harassment – transfers, poor performance reviews, denial of security clearance, or even termination. And so the self-dialogue becomes how much harassment they are willing to put up with.

You do not have to fight this battle alone.

The inequality won’t change overnight, but the needle is moving in the right direction. Women of color do have legal recourse to stop workplace sexual harassment and pursue civil damages. An employment law attorney can help document the harassing behavior, identify allies (or reluctant witnesses) and initiate a formal sexual harassment complaint through the EEOC or other channels.

11 Things You Need to Know on Equal Pay Day

Equal Pay Day calls attention to the persistent moral and economic injustice working women face. For a woman to earn as much as a man, she has to work a full year, plus more than a hundred extra days, all the way to April 10. The problem is even worse for women of color, LGBTQ women and part-time workers.

Here are 11 things you need to know on Equal Pay Day:

1. Equal Pay Day for women of color is even later: For black women, Equal Pay Day comes later because they are paid, on average, even less than white women. Equal Pay Day for black women is Aug. 7. For Native American women, it’s Sept. 7. For Latinas, it’s Nov. 1.

2. LGBTQ women face a host of related problems: A woman in a same-sex couple makes 79% of what a straight, white man makes. Additionally, they face higher rates of unemployment, discrimination and harassment on the job.

3. It will take decades to fix the problem if we don’t act now: If nothing changes, it will take until 2059 for women to reach pay equality. For black women, parity won’t come until 2124 and for Latinas, 2233.

4. Fixing the wage gap will reduce poverty: The poverty rate for women would be cut in half if the wage gap were eliminated. Additionally, 25.8 million children would benefit from closing the gap.

5. Fixing the wage gap would boost the economy: Eliminating the wage gap would increase women’s earnings by $512.6 billion, a 2.8% boost to the country’s gross domestic product. Women are consumers and the bulk of this new income would be injected directly into the economy.

6. Women aren’t paid less because they choose to work in low-paying jobs: The gender pay gap persists in nearly every occupation, regardless of race, ethnicity, education, age and location.

7. Education alone isn’t the solution: Women are paid less at every level of education. Women with advanced degrees get paid less than men with bachelor’s degrees.

8. The Paycheck Fairness Act would help: This bipartisan legislation would close loopholes in existing law, break harmful patterns of pay discrimination and strengthen protections for women workers.

9. Being in union makes a difference: Women who are represented by unions and negotiate together are closer to pay equality, making 94 cents per dollar that white men make.

10. Business leaders have a role in the solution: Individual business owners and leaders have the power to close the pay gap and improve people’s lives. Catalyst offers five tips on what business leaders can do.

11. Many companies already are working on solutions: Learn from them.

The Country’s Job Creators Are Increasingly Women Of Color

Bryce CovertShelly Kapoor Collins had spent more than 10 decades in technology, but she felt that something was still missing from her career. “I knew that I loved tech, but I never quite understood the concept of working for someone else,” she said.

And eventually, the mother of a 10-month-old daughter who was pregnant with a son got sick of waiting for the right time to branch out on her own. So she decided to go ahead and launch her company, Enscient Corporation. And she couldn’t be happier.

“The lesson I learned is that you can’t wait for the right time, you have to be the one to pick the right time,” she said. Now she’s taken her experience in the tech world — first at MCI, then at Oracle — and put it to work serving clients in government. “It was chaotic, but I thrived on the chaos,” she said of her experience launching a company while parenting young children with her husband. “I felt like I had found what I was looking for and I could sink my teeth into it.”

It seems that a lot of American women have decided that it is their time to take the same dive. According to an analysis of new data on business creation from the Census Bureau conducted by the National Women’s Business Council, woman-owned businesses increased 27.5 percent between 2007 and 2012, adding 2.1 million to the total, outpacing the growth the 20 percent growth they saw in the five years before that. Women now run more than 36 percent of all businesses (that aren’t farms), up from just under 30 percent in 2007.

Businesses owned by men, meanwhile, just puttered along. They grew less than 6 percent between 2002 and 2007 and less than 8 percent between 2007 and 2012.

And companies run by women now employ 8.9 million people. In fact, the number of people working for a woman-owned business increased 19.5 percent, while it only increased 11.5 percent for those run by men.

The increases are even more dramatic for businesses started by women of color like Kapoor Collins, who is Indian American. Businesses owned by black women increased 67.5 percent between 2007 and 2012, versus less than 19 percent growth for those started by black men. Nearly 60 percent of all businesses run by a black person are now run by women. Hispanic women saw an even bigger gain, as their businesses increased more than 87 percent in the same time period compared to about 39 percent growth for Hispanic men. And those run by Asian American women grew 44 percent, compared to 25 percent for Asian American men.

Of course there are still far more companies run by men. The total came to nearly 15 million as of 2012, compared to 9.9 million owned by women.

And money can be a concern. Kapoor Collins has experienced funding hurdles firsthand. When she decided to launch a new product that helps politicians and nonprofits fundraise, she needed funding herself to get it up and running. Two things got in her way, though: one is the time demand of fundraising for someone with young children, and the other was plain sexism. “Men give to men, they raise from each other and give to each other,” she said. “It’s an old boys’ network. As a woman, it’s hard to tap into that.” In the end she decided to have her company fund the project itself.

It’s a well-known problem that women struggle to raise money. They only net 13 percent of of venture capital funding and get less than 5 percent of government contracts. Business school students are four times more likely to recommend investing in a company led by a man, something that holds true even with the exact same pitch.

And once they get up and running, women’s businesses can struggle to bring in the big bucks. The vast majority of companies they own bring in less than $25,000 in receipts and companies that size saw the highest rate of growth. Just 1.8 percent make it past the $1 million revenue mark, compared to 6.3 percent owned by men.

Still, Kapoor Collins thinks the trend of women starting companies will only continue thanks to the visibility of female businesswomen like Facebook’s Sheryl Sandberg and Yahoo’s Marissa Mayer. “Women can’t be what we can’t see,” she said. But things have changed. “Mentorship is on the rise, contributing to more women doing and starting businesses.”

And her message to any woman who might be considering making that move herself: jump in. “The worst thing you can do is to not do it,” she said.
