Sanitation Workers Win Raise After Going on Strike—With Community Support

CHULA VISTA, CALIF.—“Who are we?” Teamsters! ?“What do we want?” Contract! ?“When do we want it?” Now!

The sanitation workers of Teamsters Local 542 were still in good voice three weeks into their strike, which began Dec. 17, 2021, even as Republic Services started bringing in nonunion out-of-staters as garbage piled up. Republic had refused the Teamsters’ demands for so long that the city of Chula Vista declared a public health emergency because of the amount of uncollected refuse.

Close to 300 workers, many of them Latino or Black, were on strike across three different San Diego County locations. ?“We want to go back to work,” said Chula Vista picketer Ladere Hampton, ?“so that we can clean up the city.”

Workers were demanding wage increases and new trucks (barring improved maintenance on the existing vehicles), saying their equipment was poorly maintained and could create a health hazard?—?especially to the children who often greet them on their routes.

“You don’t want to be driving down the street and you’ve got trash juices flying off your wheels, especially if you pull up to a customer’s house,” Hampton said. ?“And that’s happening.”

Workers also cited long hours as a point of contention. Many drivers work 11-hour days and six-day weeks, servicing more than 1,000 homes per route.

The picket line held back the ?“Blue Crew”?—?Republic’s term for the replacement workers, flown in from around the country?—?for a few minutes before letting them through to the facility’s driveway. As the Republic trucks sat waiting, Hampton pointed out how filthy they were?—?they’re normally cleaned weekly. He also held up a picture of a truck that arrived with a bin hanging off the side, a clear safety hazard.

“[Republic is] paying all this money to bring in a crew to try to do our job,” Hampton said. ?“And they’re not doing such a good job.”

The Republic media relations office told In These Times: ?“Safety is our number one priority at Republic Services. … Our Blue Crew relief team is made up of elite Republic Services drivers, technicians, and supervisors from around the country, and we’re grateful for their support in taking care of our customers in the San Diego area.”

The San Diego strike followed a similar dispute between Teamsters and Republic in December 2021 in Orange County, Calif., which concluded after seven days. It may not be the last. Republic is the second-largest trash collection company in the United States, with facilities in more than 40 states; the Teamsters represent more than 7,000 Republic workers, with contracts all over the nation up for renegotiation this year. And despite dragging its feet on wage increases for workers, Republic paid its CEO more than $12 million in 2020.

Even with nationwide support, the strike wasn’t easy on the workers, especially during the holiday season. Next to the picket line was a tent with a small box for donations. ?“If there’s anybody that needs some help, we’re willing to give them the box with the money, and hopefully that helps them so that they can stay out here,” Hampton explained.

He said the strikers had also experienced an outpouring of solidarity from the community. A couple of nights prior, two trucks had come through with ?“bags of groceries… for each [striking] driver,” he said.

As we talked, someone shouts ?“cliente” and the picket line splits to allow customers to enter the facility and drop off their own trash. The driver honks and waves.

Hampton pulls out his phone to find a picture. ?“You know, we’ve had a lady come out here and bring her kids out here because they knew?—?the kids knew?—?what was going on and they wanted to come out here and support us,” he says. In the photo, dozens of yellow-vested Teamsters smile and crouch down to share the frame with a small child holding a picket sign.

The Teamsters accepted an offer from Republic on Martin Luther King Jr. Day, January 17. The new contract includes wage increases and some healthcare benefits, but falls short of what the striking workers wanted.

“The new pay rates I believe are $26.90 [hourly], and before the strike, we were at $25 flat,” according to worker Dohney Castillo. Workers will also receive wage increases in 2023, 2024 and 2025, Castillo says.

“This was one of the most difficult decisions I’ve ever had to make,” Rafael Mejia, a worker at Republic, says in a statement published on the Teamsters’ website.

“We are fighting for dignity and respect on the job, but we also know that the strike has been affecting our communities and our neighbors and our own families. This contract isn’t everything we believe we deserve, but it’s enough to go back to work and go back to taking care of our communities.”

King and Meany Brought Civil Rights and Labor Together for a Legacy That Continues Today

Beginning in 1960, Dr. Martin Luther King Jr. and then-President George Meany of the AFL-CIO began a relationship that would help bring the labor and civil rights movements together with a combined focus on social and economic justice.

Meany was an outspoken defender of individual freedom, and in March 1960, he emphasized the crucial link between the union and the civil rights movements. He told an AFL-CIO gathering, “What we want for ourselves, we want for all humanity.” Meany met with King to privately discuss how they could work together. King proposed that the AFL-CIO invest pension assets in housing, to help lessen economic inequality. The AFL-CIO then established the Investment Department in August 1960 to guide union pension funds to be socially responsible investors.

The next year, King spoke to the AFL-CIO Executive Council, comparing what labor had achieved to what the civil rights movement wanted to accomplish: “We are confronted by powerful forces telling us to rely on the good will and understanding of those who profit by exploiting us. They resent our will to organize. They are shocked that active organizations, sit-ins, civil disobedience, and protests are becoming every day tools just as strikes, demonstrations, and union organizations became yours to insure that bargaining power genuinely existed on both sides of the table.” At the AFL-CIO Constitutional Convention later that year, Meany made civil rights a prominent item on the agenda, and King spoke to the delegates about uniting the two movements through a common agenda, noting that African Americans are “almost entirely a working people.”

Not only did the AFL-CIO provide much-needed capital to the civil rights movement, but numerous affiliates did as well. Several combined to give more than $100,000 to King’s Southern Christian Leadership Conference. The UAW directly funded voter registration drives in predominantly African American areas throughout the South and paid bail money for jailed protesters. Meany and the AFL-CIO also used their considerable political influence in helping to shape the Civil Rights Act of 1964 and Voting Rights Act of 1965.

Union activists were a key part of the March on Washington for Jobs and Freedom as well. The Industrial Union Department of the AFL-CIO endorsed the march, as did 11 international unions and several state and local labor councils. A. Philip Randolph, then-president of the Brotherhood of Sleeping Car Porters, was a key organizer of the event. UAW President Walter Reuther was a speaker at the march, condemning the fact that African Americans were treated as second-class economic citizens.

King’s final act in pursuit of social and economic justice was in support of the sanitation strike in Memphis, Tennessee. After his death, then-President Lyndon B. Johnson sent the undersecretary of labor to settle the strike, and the city acceded to the demands of the working people, leading to the creation of AFSCME Local 1733, which still represents sanitation workers in Memphis.

In 1964, Meany sent a letter to all AFL-CIO affiliates outlining an new pathway that would directly support housing construction and homeownership. In 1965, the Investment Department helped establish the Mortgage Investment Trust, which was the formal embodiment of the socially responsible investment plan and gave a boost to badly needed affordable housing construction. In 1984, the Mortgage Investment Trust was replaced by the AFL-CIO Housing Investment Trust, one of the first socially responsible investment funds in the United States. Since it was created, the HIT has grown to more than $4.5 billion in net assets and has helped finance more than 100,000 affordable housing units and helped create tens of thousands of union jobs.

The partnership between civil rights and labor launched by King and Meany has helped the country make great strides in the intervening years, and the partnership continues.

A New Dream for Memphis Sanitation Workers

seiu-org-logoOn the eve of his death, Martin Luther King Jr. told a group of striking Memphis sanitation workers: “We’ve got to give ourselves to this struggle until the end. Nothing would be more tragic than to stop at this point in Memphis. We’ve got to see it through.”

And that’s what Cleo Smith and other veteran Memphis sanitation workers who participated in the 1968 strike have done. After nearly 50 years, they’re closer to realizing their dreams of a dignified retirement.

Last month, Memphis City Council passed an ordinance authorizing the creation of a supplemental retirement benefit for current and future sanitation workers. Before the action, the workers only had access to Social Security upon retirement; leaving some working into their 80s because they can’t afford to retire in one of the poorest large cities in the country

The supplement retirement benefit is part of an agreement labor leaders reached recently with the mayor of Memphis. This agreement also includes a series of cost-saving measures for the sanitation department which will help fund the supplement.

It will take some time before Smith and other veteran sanitation workers receive their retirement benefits but they’re excited to have the opportunity to retire with dignity as well as honor MLK’s sacrifice.

“We’ve committed the majority of our working lives to making sure Memphis’ waste is taken care of,” Smith said. “We’ve suffered on the job injuries but pushed through year after year. Now, we’re finally getting the respect we deserve.”
