Women Haven’t Gained A Larger Share Of Corporate Board Seats In Seven Years

In addition to grappling with a persistent pay gap, working women also have to deal with extreme difficulty ascending to powerful corporate positions, according to a report by the research organization Catalyst. As Bryce Covert explained at The Nation:

Women held just over 14 percent of executive officer positions at Fortune 500 companies this year and 16.6 percent of board seats at the same. Adding insult to injury, an even smaller percent of those female executive officers are counted among the highest earners—less than 8 percent of the top earner positions were held by women. Meanwhile, a full quarter of these companies simply had no women executive officers at all and one-tenth had no women directors on their boards. […]

Did this year represent a step forward? Not even close. Women’s share of these positions went up by a mere half of a percentage point or less last year. Even worse, 2012 was the seventh consecutive year in which we haven’t seen any growth in board seats and the third year of stagnation in the C-suite.

Overall, more than one-third of companies have no women on their board of directors. But economic evidence shows that keeping women out of the board room is a mistake. According to work by the Credit Suisse Research Institute, “companies with at least one woman on the board would have outperformed in terms of share price performance, those with no women on the board over the course of the past six years.”

Corporate Profits Hit Record High While Worker Wages Hit Record Low

A constant conservative charge against President Obama is that he is inherently anti-business. However, businesses keep defying the storyline by making larger and larger profits, rebounding nicely out of the Great Recession.

In the third quarter of this year, “corporate earnings were $1.75 trillion, up 18.6% from a year ago.” Corporations are currently making more as a percentage of the economy than they ever have since such records were kept. But at the same time, wages as a percentage of the economy are at an all-time low, as this chart shows. (The red line is corporate profits; the blue line is private sector wages.):

 

Corporations made a record $824 billion in profits last year as well, while the stock market has had one of its best performances since 1900 while Obama has been in office.

Meanwhile, workers are getting the short end of the stick. As CNN Money explained, “a separate government reading shows that total wages have now fallen to a record low of 43.5% of GDP. Until 1975, wages almost always accounted for at least half of GDP, and had been as high as 49% as recently as early 2001.”

Corporation Pushes Six-Year Pay Freeze On Workers While Making Record Profits, Paying CEO $17 Million

Image: Pat GarofaloBack in June, ThinkProgress noted that the manufacturing giant Caterpillar was seeking major concessions during contract negotiations with striking workers, even as it was making billions in profits and giving its CEO a 60 percent pay boost. The New York Times’ Steven Greenhouse added more details today, noting that the company wants to implement a six-year pay freeze and a pension freeze, at a time when it is making record profits:

Despite earning a record $4.9 billion profit last year and projecting even better results for 2012, the company is insisting on a six-year wage freeze and a pension freeze for most of the 780 production workers at its factory here. Caterpillar says it needs to keep its labor costs down to ensure its future competitiveness. […]

Caterpillar, which has significantly raised its executives’ compensation because of its strong profits, defended its demands, saying many unionized workers were paid well above market rates.

“A company that earned a record $4.9 billion in 2011 and $1.586 billion in the first quarter of this year should be willing to help the workers who made those profits for them,” said Timothy O’Brien, president of Machinists Local Lodge 851. “Caterpillar believes in helping the very rich, but what they’re doing would help eliminate the middle class.” Several labor experts told the Times that Caterpillar is a pioneer in tough labor negotiations meant to drive down workers’ wages.

Last year, Caterpillar’s CEO made nearly $17 million in total compensation. At the moment in the U.S., the typical worker would have to work 244 years in order to earn what the average CEO makes in one year.

Regulators Take an Average of Seven Years to Approve New Workplace Safety Conditions

Image: Pat GarofaloAccording to a recent report from the Government Accountability Office, it takes the Occupational Safety and Health Administration more than seven years on average to write a new workplace safety rule. Some rules take nearly two decades to finalize. “The process for setting safety standards at OSHA is broken,” said Senate Health, Education, Labor and Pensions Committee Chairman Tom Harkin (D-IA). “Even when the evidence is undeniable that our workers are dying from workplace hazards, OSHA still takes an eternity to issue a new safety rule. While reasonable safety rules are delayed to provide never-ending opportunities for stakeholder input, workers’ lives and livelihood are at risk.”

At Least 30 Countries Have Unemployment Benefits More Generous Than The U.S.

Image: Pat GarofaloAccording to data from the International Monetary Fund analyzed by Tim Vlandas, there are at least 30 countries with unemployment benefits that are more generous than those that go to American workers. The University of Missouri-St. Louis’ Kenneth Thomas broke the data down:

The metric used is the gross replacement rate (GRR) the ratio of unemployment benefits to a worker’s previous wages. The United States gives, on average, a miserly 27.5% of previous wages in unemployment benefits, behind 17 OECD members, though ahead of 11 others (no data was given for OECD members Iceland, Luxembourg, Mexico, Slovak Republic, and Slovenia). Not only that, the U.S. falls behind 13 non-OECD members, including Algeria, Taiwan, and Ukraine, all of which have at least double the replacement rate of the U.S.

The U.S. does rank ahead of the United Kingdom, New Zealand, and Australia, but trails Egypt, Azerbaijan, and Tunisia in terms of the amount of income replaced by unemployment insurance. And in the wake of the Great Recession, instead of fashioning a better unemployment insurance system, Republicans across the country have slashed benefits, even while some, such as Florida, have high unemployment rates. Meanwhile, Republican lawmakers in Congress have blocked andvoted against several benefit extensions.

But it remains the case that there are nearly four unemployed job seekers for every available job opening, making unemployment benefits a critical source of income for those who can’t find work through no fault of their own. And contrary to conservative claims that unemployment benefits are a “lifestyle,” those unemployed workers receiving UI stay unemployed less than two weeks longer than those who receive no benefits at all, according to research by the San Francisco Federal Reserve.

In 2009, average unemployment benefits were just $310 per week, with some states paying much less (like Mississippi, with its $192 weekly benefit). As the IMF data shows, that simply isn’t keeping up with the standard set by other developed (or not so developed) nations.

How Long-Term Unemployment Decreases Life Expectancy

Image: Pat GarofaloThe latest data from the Bureau of Labor Statistics shows that more than 40 percent of America’s unemployed have been out of work for six months or more. The Associated Press reported recently that the long-term unemployed are facing increased hiring bias, with employers refusing to take on workers who have been out of work for a longer stretch of time.

There are several deleterious effects of long-term unemployment, but the New York Times’ Binyamin Applebaum highlighted a particularly harrowing one — increased mortality rates. According to a study by Columbia’s Till von Wachter and the Chicago Federal Reserve’s Daniel Sullivan, long-term unemployment can knock up to 18 months off of life expectancy:

Mortality rates in the year after displacement are 50%–100% higher than would otherwise have been expected. The effect on mortality hazards declines sharply over time, but even twenty years after displacement, we estimate a 10%–15% increase in annual death hazards. If such increases were sustained indefinitely, they would imply a loss in life expectancy of 1.0–1.5 years for a worker displaced at age forty.

The authors noted that “several economic models of health determination predict that a decline in lifetime resources should raise mortality. Our empirical findings are consistent with a reduction in such resources leading to reduced investments in health or chronic stress, which, in turn, lead to a smaller, but longer term increase in the mortality hazard.”

Applebaum highlights other studies showing other negative effects of long-term unemployment, including loss of lifetime earnings, lower earnings for the children of unemployed workers, and even one study purporting to find that workers gradually lose skills, including their level of literacy. And of course, as the Congressional Budget Office noted, long-term unemployment is “also correlated with deteriorating mental and physical health.”

T-Mobile To Lay Off Thousands Of Workers After Taking Millions In Taxpayer Subsidies For Job Creation

Image: Pat GarofaloLast week, telecom giant T-Mobile announced that it plans to close seven of its 24 U.S. call centers. About 3,300 employees work at those centers, and the company is planning to lay off at least 1,900 of them, while offering transfers to some (though it doesn’t yet know how many). Adding insult to injury, four of the centers that T-Mobile is closing received taxpayer subsidies worth millions of dollars, according to Good Jobs First:

– Frisco, TX: $3.7 million

– Brownsville, TX: $5.3 million

– Lenexa, KS: $3.9 million

– Redmond, OR: $1.3 million

These subsidies took several forms, including sales tax exemptions, salary supplements for workers, and job training money. “T-Mobile USA’s decision to close seven call centers, employing 3,300 workers, is a bad one. It harms workers and communities, and in several locations, abuses taxpayers who provided funds to the company in exchange for employment and economic development,” said the Communication Workers of America.

T-Mobile is certainly not the first corporation to receive subsidies and then cut a community loose. Mega-manufacturer Boeing took a heap of taxpayer money and received significant local help in winning a $35 billion contract before bailing on Wichita, Kansas. Sears will lay off 100 workersafter receiving millions from Illinois (and can lay off another 1,750, thanks to the terrible terms to which Illinois agreed).

Fortunately, several of the subsidies received by T-Mobile came with clawback provisions, so officials in the states affected at least stand a chance of recouping some of the money they’ve lost. “The officials in those states should investigate the possibility of recapturing as much of those millions of dollars that were paid out as possible,” said Phillip Mattera, Research Director of Good Jobs First. “The taxpayers didn’t get all that they paid for. They lost those millions of dollars in revenues in the expectation that permanent jobs would be created.”

Corporate Margins And Profits Are Increasing, But Workers’ Wages Aren’t

Image: Pat GarofaloAs we’ve been noting, corporate profits have made it back to their pre-recession heights (even if corporate tax revenue hasn’t followed suit). In fact, in 2011, corporate profits hit their highest level since 1950. But as Bloomberg News noted today, this hasn’t translated into wage growth or more purchasing power for workers:

Companies are improving margins and generating profits as wage growth for the American worker lags behind the prices of goods and services…While benefiting the bottom line for businesses, the decline in inflation-adjusted wages bodes ill for the sustainability of economic growth as consumers may eventually be forced to cut back. […]

Of the 394 companies in the Standard & Poor’s 500 Index that have reported since Jan. 9, earnings for the quarter ended Dec. 31 increased 5.1 percent on average and beat analyst estimates by 3.2 percent. Some 70 percent of the companies have posted better-than-projected results.

This pattern has become all too familiar during the slow economic recovery. In fact, real wages fell in 2011, despite record corporate profits. “There’s never been a postwar era in which unemployment has been this high for this long,” explained labor economist Gary Burtless. “Workers are in a very weak bargaining position.”

Between 2009 and 2011, 88 percent of national income growth went to corporate profits, while just 1 percent went to wages, a stat that is “historically unprecedented.”

Chart: Nearly One Quarter of American Workers are in Low Wage Jobs, More Than In Other Developed Nations

Image: Pat GarofaloAccording to data from the Organization for Economic Development and Cooperation that was highlighted by the Center for Economic and Policy Research, nearly 25 percent of American workers are in low-wage jobs, defined as “earning less than two-thirds of the national median hourly wage.” This is higher than many other industrialized nations, including the U.K., Canada, and Australia. CEPR found that the developed world’s high number of low-wage jobs “may contribute to broader income and wealth inequality and constitute a threat to social cohesion.”

How the Housing Crisis Could Kill Any Progress on Jobs

Image: Pat GarofaloLast month, there was finally some good news on the jobs front, as the unemployment rate fell to 8.6 percent and the economy created 140,000 private sector jobs. However, the continued slow-burning crisis in housingcould easily short-circuit any burgeoning labor market recovery, as the Wall Street Journal detailed today:

Some economists fear the continued slump in housing could short-circuit the recovery in jobs by making it harder for Americans to relocate to find work.

In theory, as the economy improves, people tend to relocate from places where jobs are scarce to areas where companies are hiring…While some relocation continues, economists believe mobility overall has been muted in part because of the housing bust.

Low home values have made it much harder for Americans to move because selling a home is so difficult. That is especially true for the 10.7 million Americans—or 22% of homeowners with a mortgage—who owed more than their homes were worth as of the end of September, according to figures from real-estate firm CoreLogic.

According to work by Prof. Joseph Gyourko of the University of Pennsylvania’s Wharton School, homeowners who are underwater — meaning they owe more on their mortgage than their home is currently worth — are 30 percent less likely to move than non-underwater borrowers. So the housing crisis is locking people in place, even if moving could help them find a job and increased mobility could alleviate the unemployment crisis.

Borrowers being stuck underwater is bad enough, but adding to the bad news is the fact that, after slowing down their foreclosure processes to deal with the fallout from the foreclosure fraud scandal, banks have picked it back up, with foreclosure jumping 21 percent last quarter. And there’s little reason to believe things are going to get much better in 2012, as scheduled foreclosure hit a nine-month high in November, meaning a slew of foreclosure is right around the corner. Continued foreclosures will drag home prices down even further, sinking those already underwater down even deeper, in a vicious cycle that will weigh down the wider economy.
